This year’s panel discussion, Stronger Starts: Advancing Maternal and Infant Health in New Jersey, will explore racial disparities in maternal and infant health and highlight New Jersey-led programs, policy wins, and goals to improve outcomes.

Panelists Lisa Asare, President and CEO of the NJ Maternal and Infant Health Innovation Authority, and Dr. Nastassia Harris, Founding Executive Director of the Perinatal Equity Health Initiative, will discuss the importance of community-driven solutions, culturally responsive care, and policy reform. The discussion will be moderated by Atiya Weiss, Executive Director of The Burke Foundation, a leading philanthropic voice in maternal and child health.

Atiya Weiss
Atiya Weiss is the Executive Director of the Burke Foundation, where she leads efforts to advance transformative programs and policies that promote the health, well-being, and resilience of children and families across New Jersey. Her leadership spans investments in healthy pregnancies, parent-child relationships, and early learning and care—areas that form the foundation for lifelong opportunity.
Atiya is deeply committed to breaking down silos and building coalitions—centered on community voices—to drive systems change and create intergenerational cycles of opportunity. She collaborates with leaders across philanthropy, government, and nonprofit sectors to tackle the complex social challenges facing underserved children and families, believing that effective, cross-sector partnerships can unlock community potential and deliver lasting impact. Under her leadership, the Burke Foundation has become known for its disciplined and innovative approach to philanthropy. Atiya and her team have proudly co-invested in evidence-based models that deliver relationship-centered care, such as Family Connects, a universal nurse home visiting program now scaling statewide, and CenteringPregnancy, a group prenatal care model proven to improve maternal and infant health outcomes. In recent years, the Foundation has also helped launch major policy and funding initiatives to support the child care workforce, expand HealthySteps in pediatric care, and promote maternal mental health. Previously, Atiya served as Executive Director at JPMorgan’s Philanthropy Center, where she advised charitable trusts and family foundations on strategic giving and social impact. During her tenure, she played a key role in launching the $100 million Global Health Investment Fund in collaboration with the Bill & Melinda Gates Foundation. Earlier in her career, she led the Pfizer Foundation’s global health portfolio, overseeing initiatives such as the Global Health Fellows program and Mobilize Against Malaria. Atiya is a 2021 Aspen Institute Ascend Fellow and holds degrees in biology and public policy from Brown University, as well as an MPH in epidemiology from Columbia University. She lives in Princeton, New Jersey, with her husband and two sons.
Lisa Asare
Lisa A. Asare is the President and Chief Executive Officer of the New Jersey Maternal and Infant Health Innovation Authority (NJMIHIA), the first state-established authority in the United States solely dedicated to improving maternal and infant health outcomes. Appointed to this role in March 2024, Ms. Asare provides strategic leadership to a statewide effort focused on reducing disparities, advancing equity, and transforming systems of care for women, infants, and families. She serves as a member of Governor Phil Murphy’s Cabinet.
Ms. Asare brings over 25 years of executive experience in New Jersey state government, having held senior positions in both the Department of Health and the Department of Human Services. Her leadership has encompassed oversight of critical programs including the state’s Medicaid system, mental health and addiction services, and family health services. Notably, she served as the Department of Health’s lead for First Lady Tammy Murphy’s Nurture NJ initiative, where she contributed to the development and implementation of the Nurture NJ Strategic Plan. Through this work, she helped mobilize multi-sector collaborations and secure public and private funding to address the root causes of poor maternal and infant health outcomes.
Widely respected for her policy expertise, strategic vision, and dedication to equity, Ms. Asare is known for cultivating strong partnerships across public, private, and community sectors to drive systemic change. In recognition of her contributions, she received the 2023 Maternal and Child Health Bureau (MCHB) Director’s Award from the Health Resources and Services Administration.
Dr. Nastassia Harris
Dr. Nastassia Harris, a seasoned healthcare professional with over 20 years of specialized experience in perinatal care, serves as a beacon of change in addressing racial disparities in maternal and infant health. As a registered nurse and International Board Certified Lactation Consultant (IBCLC), her expertise extends to founding The Perinatal Health Equity Initiative, a non-profit dedicated to eradicating these disparities using a reproductive justice framework. Driven by her academic background, including a BSN, MSN-ED, and a DNP in Educational Leadership, she leads Ignite Maternal Health, focusing on postpartum and newborn nursing education. Actively engaged in esteemed committees and organizations, she conducts groundbreaking research published in prestigious journals, shedding light on implicit bias in healthcare, breastfeeding disparities in the Black community, obstetrical violence, high-risk obstetrics, and reproductive justice. Dr. Harris's impactful work has been recognized by major media outlets, showcasing her commitment to advancing equitable healthcare practices for mothers and infants.
