Born and raised in Paterson, New Jersey, Shaylynn M. Bivens is deeply committed to advocacy, equity, and public service. She brings extensive legislative and policy experience, having served as Chief of Staff and Director of Constituent Services in the office of Assemblywoman Shavonda Sumter. In these roles, she led initiatives addressing racial equity, public health, education, housing, and economic justice, while managing district operations and constituent services. Her work reflects a sustained dedication to responsive governance and meaningful systemic change.
As ACNJ’s Senior Legislative Analyst, Shaylynn monitors state legislation, advises leadership on policy positions, crafts policy testimony, and represents the organization’s interests before the New Jersey Legislature and executive branch. She collaborates across teams to advance policy priorities and mobilize advocacy networks in support of children and families throughout New Jersey.
Shaylynn earned her bachelor’s degree in political science with a minor in history from Wesley College and her Juris Doctor from Southern University Law Center. She is also a proud member of Delta Sigma Theta Sorority, Incorporated.
